India's central public-private partnership machinery runs through three Department of Economic Affairs instruments — the PPP Appraisal Committee, Viability Gap Funding and the India Infrastructure Project Development Fund — alongside two published forward pipelines: the three-year PPP pipeline mandated in the Union Budget 2025-26 and the National Monetisation Pipeline 2.0 launched in February 2026. This advisory compiles what those schemes actually publish about their own parameters and their own delivery: appraisal volumes, subsidy caps, grant disbursement, termination counts, mode-wise award shares in highways, and monetisation targets against outturn. The evidence points to a genuine revival in central PPP appraisal alongside an unchanged market reality — full-risk BOT (Toll) has secured barely one per cent of Bharatmala length — and to several places where the public record simply stops, including the clause-level terms of the revamped BOT Model Concession Agreement.
