A statutory audit of project cost does not test whether a project was well managed. It tests whether each rupee can be traced back through a measurement, a sanctioned rate, a signed agreement and a competent authority's approval, against criteria fixed before the work began. This report sets out the authority under which the Comptroller and Auditor General examines project cost, the documents an audit requisitions, the findings that recur across published CAG reports, and the record-keeping that forecloses them.
