Single-Point Responsibility and What It Costs

Turnkey procurement is sold as one throat to choke: hand design, investigation and construction to a single contractor for a lump sum, and stop owning the interfaces. Read against the instruments that govern Indian public EPC work, the transfer is narrower than the pitch, capped in four places at ten per cent, and conditional on the employer discharging obligations it frequently does not. This report sets out what the standard forms really move, what the published evidence does and does not say about the price of moving it, and the conditions under which the transfer collapses back onto the employer.
