A compliant public works tender in India is assembled from a hierarchy of instruments rather than a single statute: the General Financial Rules 2017 as consolidated to 31 January 2026, the Manual for Procurement of Works (Second Edition, 2025), and whatever sectoral or state framework actually governs the procuring entity. This report sets out what the bid package must contain, which notice periods and pre-bid timings are printed in the rules, how one-, two- and three-envelope structures differ, and what the earnest money regime now requires. Each requirement is marked mandatory or recommended, because the two are routinely confused and the difference decides whether a deviation is a defensible judgement or an audit finding.
